يقوم رئيس المجلس بتعيين نواب رئيس يصل عددهم حتى ٢٥ نائباً ومنهم نائب الرئيس التنفيذي، وذلك من بين أعضاء المجلس آخذاً المهارة والوظيفة والتمثيل المحلي في عين الإعتبار.
يمثل نائب الرئيس التنفيذي أعمال الرئيس و يكون رئيسا للجنة التنفيذية و اللجنة الدائمة.
يقوم نواب الرئيس بأعمالهم في ١٧مدينة و مقاطعة ، و خمس مقاطعات في كوريا الشمالية، و خارج البلاد( اليابان ، الصين ، آسيا والمحيط الهادئ ، الأمريكتان ، أوروبا ، الشرق الأوسط ، أفريقيا). و كذلك هناك نائبات للمجلس يمارسن نشاطاتهن.
