[ Article 10 of the Peaceful Unification Advisory Council Act ]

  • Article 10 (Commissioning of Council Members)
    The President shall appoint any of the following persons as a council member, as prescribed by Presidential Decree: (Amended on May 20, 2010; May 22, 2013)
    1.
    A local council member of a Special Metropolitan City, Metropolitan City, Special Self-Governing City, Do, Special Self-Governing Province or Gu/Si/Gun who is elected by the relevant local residents in accordance with the Local Autonomy Act;
    2.
    A person able to speak for people's intent for unification in various regions inside and outside of Korea, such as persons at leadership level of a Special Metropolitan City, Metropolitan City, Special Self-Governing City, Do, Special Self-Governing Province and Si/Gun/Gu, representatives of five North Korean Dos and representatives of Koreans residing overseas;
    3.
    A person at leadership level who is recommended by the representative of a political party or by a National Assemblyman;
    4.
    A person at representative level of a major social group or vocational group or a member thereof, who is able to speak for people's intent for unification;
    5.
    Other persons at representative level who have a strong will for the democratic and peaceful unification of Korea and have contributed or are contributable to carrying out the duty of unification.

[ Article 4 of the Enforcement Decree of the PUAC Act ]

  • Article 4 (Appointment of Council Members) ① The council members prescribed by Subparagraphs 1 and 5 of Article 10 of the PUAC Act shall be recommended by the Secretary General of the Secretariat of the Peaceful Unification Advisory Council established under Article 9.1. of the PUAC Act (hereinafter referred to as "Secretary General") for the President to appoint, and the council members under Subparagraphs 2 and 4 of Article 10 of the PUAC Act shall be appointed by the President from those recommended by the heads of authorities listed in the following subparagraphs:
    1.
    Leaders in a Special Metropolitan City, Metropolitan Cities, Special Self-Governing Provinces, Provinces, Cities, Counties and Districts : Heads of local governments
    2.
    Five North Korean province representatives : Governors of five North Korean provinces
    3.
    Overseas Korean representatives : Heads of relevant diplomatic offices
    4.
    A representative-level person or member of major social and vocational organizations :
    Heads of competent authorities
    ② The Secretary General may request a personal investigation of candidates to relevant agencies in advance when appointing council members under Subparagraph 1.
