2024 Training for Gangwon Region Council Members
The PUAC Gangwon Assembly and the Gangneung-si Chapter successfully held the "2024 Training for Gangwon Region Council Members" on June 20 at the Creation Hall of Catholic Kwandong University. About 180 people participated in the event, including Gangwon Vice-chairperson Cho Chang-jin, Vice Mayor of Gangneung Yang Won-mo, and PUAC members from 18 city and county chapters in Gangwon Province.

The event was designed to enhance the 21st PUAC members' understanding of the situation on the Korean Peninsula and the government's North Korea and unification policy, and to strengthen their capacities as mentors to North Korean defectors as well as the main actors in regional unification activities and policy recommendations.
The program, moderated by Choi Chan-hee, secretary of the Gangneung-si Chapter, proceeded in the order of opening ceremony, business report by the Secretariat, expert lecture 1 (Lee Soo-seok, senior research fellow at the Institute for National Security Strategy), and expert lecture 2 (Yoon Yeo-sang, director of the North Korean Human Rights Archive).

In his opening remarks, Gangneung-si Chapter Head Kim Joon-rae who hosted the program said, "Lectures on North Korea and unification policy and support for the resettlement of North Korean defectors were organized in order to prepare for unification based on liberal democracy with the people, and it is the goal of the 21st-term PUAC. I hope that this training program will serve as a place for council members in each chapter to grow together by teaching and learning from one another, learn about exemplary cases and promote exchanges.”

Gangwon Vice-chairperson Cho Chang-jin said, "As North Korea continues to threaten us and the situation has become more unstable due to the North Korea-Russia summit, it is imperative to respond to the threat from North Korea based on solid security. In relation, it is even more important to understand our government's unification and North Korea policy." "I hope that the PUAC, based on its members’ understanding of the government’s unification and North Korea policy, will take the lead in building a foundation for unification based on a liberal democratic basic order by helping the government promote consistent unification and North Korea policy in accordance with its principles."

Vice Mayor Yang Won-mo who represented the host city of Gangneung said in his congratulatory remarks, "It is meaningful to have the opportunity to share correct information on unification and security policy with the PUAC, which is a constitutional presidential advisory body, amid a complex crisis situation such as North Korea's continuous missile provocations and the North Korea-Russia summit." "I hope that today's training will be a valuable opportunity to strengthen regional and national security and build national consensus for peaceful unification."
The Secretariat reported on the North Korean defectors assistance program and future plans, and also shared information about the North Korean defectors assistance program currently being undertaken in Gangwon Province. Han Hyo-kwan, Chairman of the Education Standing Committee of the Chuncheon-si Chapter, briefed about the support for vocational education of North Korean defectors through the Haesol Vocational School as an example of local defector support.

The first expert lecture was given by Lee Soo-seok, a senior research fellow at the Institute for National Security Strategy, on "Understanding the Unification and Unification Policy of the Yoon Suk Yeol Government." The lecture enhanced the PUAC members’ understanding of the current international situation, including the North Korea-Russia Treaty, which was made public on June 20.

Yoon Yeo-sang, Director of the North Korean Human Rights Archives, gave the second lecture on "Understanding North Korean Defectors and Measures to Support Resettlement." As mentors to North Korean defectors, the PUAC members had a time to broaden their understanding and empathy to warmly embrace North Korean defectors.

In his closing remarks, Gangwon Vice-chairperson Cho Chang-jin said, "I expect that today's training will help the PUAC fulfill its role as a warm mentor helping North Korean defectors settle down smoothly."
